An illegal immigrant truck driver who authorities say remains in the US despite being ordered to leave has been charged in the death of a Pennsylvania State Police officer who recently moved home to help his mother while she was being treated for cancer.

The accident is the latest in a series of fatal accidents involving non-resident commercial truck drivers that have prompted the Trump administration to tighten commercial driver license regulations.

Michael E. Pahira Jr., 44, was inspecting vehicles for sale on Interstate 81 in Schuylkill County Wednesday morning when another truck veered off the road, struck his pedestrian vehicle and the truck he was inspecting before hitting troopers, according to Pennsylvania State Police. Both the semi-trucks caught fire after the accident. Pahira later died at a local hospital.

The driver, identified as Michael Bon, 33, who is of Haitian descent and lives in Brockton, Massachusetts, was charged with vehicular homicide, involuntary manslaughter, reckless driving and six other misdemeanors. He is being held in the Schuylkill County Jail on $700,000 bail. His next court date is scheduled for July 15.

The Department of Public Security has placed an immigration detainer in the country.

Bon entered the United States through Fort Lauderdale-Hollywood International Airport in July 2024 under the Biden administration’s parole program. He later applied for Temporary Protected Status, but the application was rejected. DHS terminated his parole in June 2025 and ordered him to leave the country, but he remained in the United States.

While living in Massachusetts, Bon received an unattended driver’s license in March 2025. The Massachusetts Registry of Motor Vehicles said he became eligible for a license in 2025 when he was authorized to operate under federal law. It was renewed in February 2026 before the Trump administration ordered states to stop issuing or renewing invalid CDLs to drivers who no longer meet federal eligibility requirements.

Pahira’s death comes as Transport Secretary Sean Duffy has made toughening driver’s license laws a priority following a spate of accidents involving non-resident CDL holders over the past two years.

Last year, Duffy launched a study of all states issuing suspended driver’s licenses after a series of fatal crashes, including crashes in Wyoming, Florida and California. During his State of the Union address, President Donald Trump said that at least 17 accidents that killed 30 people in 2025 involved immigrants living in the country illegally driving vehicles with CDLs.

The Department of Transportation has also threatened to withhold funding from states found to be issuing licenses to drivers who do not qualify under federal law. In April, the Department of Transportation withheld more than $73 million in federal funding in New York, saying the state had failed to revoke driver’s licenses issued to drivers who were no longer eligible. Duffy said the move is intended to hold states accountable by ensuring that only qualified and properly vetted drivers are allowed to drive commercial trucks.

“Secretary Duffy is focused on restoring integrity to America’s trucking industry by ensuring that truck drivers on our roads are qualified and vetted,” a Department of Transportation spokesperson previously told Fox News Digital. “The Department is following every link in this chain to root out the bad actors, fraudsters and crooks who put American families at risk.”

Pahira became a Pennsylvania State Police trooper in 2007.

Pennsylvania Gov. Josh Shapiro remembered Pahira as “the best of us,” saying the trooper had just returned home to help care for his mother as she was being treated for cancer.

“I spent time with Mike’s parents, Patti and Mike, his sister, Jen, and some of his friends and other soldiers,” Shapiro said at a press conference. “They told me about Mike – about what a great man he was, about his high school wrestling record, his love of cooking, and his commitment to taking care of his mother as she battled cancer. A few days ago, he helped her shave her head as she continued her treatment.”
