Uttar Pradesh Chief Minister Yogi Adityanath on Sunday said the state’s tight security situation and zero-tolerance policy on crime have disturbed those who once saw crime as a career.
The chief minister was speaking at the inauguration of a new soft drink and milk product manufacturing plant by Varun Beverages, a PepsiCo subsidiary, which was set up with an investment of Rs 1,170 crore near the Gorakhpur Link Expressway.

“The state’s strict security situation and zero-tolerance crime policy have disturbed those who saw crime as a profession. Investments flourish only in a secure environment. If people do not feel safe, their money will not be safe either,” it said.
Pointing out that Prime Minister Narendra Modi urged the youth to focus more on business instead of jobs, he said that entrepreneurship is the most important way to get more job opportunities.
Adityanath said that developed countries have prioritized entrepreneurship, research and innovation, adding investment creates important job opportunities for the youth and helps fulfill people’s aspirations.
He said that in the last seven years, Uttar Pradesh has emerged as a good investment destination, due to its improved security and law and order policies.
“The government is determined not to tolerate crime at all because ensuring safety is important for a better future,” he said.
The chief minister shared details of his government’s investment plans since taking office for the first time in 2017.
Adityanath recalled that a dedicated team was formed to explore investment opportunities in Uttar Pradesh which initially predicted that the state could attract Rs 20,000 crore in investment.
He said the efforts resulted in attracting investment proposals worth Rs 40 lakh crore during the Global Investors Summit held in February 2023.
During the recent groundbreaking ceremony attended by Prime Minister Modi, the foundation was laid for investment proposals worth Rs 10 lakh crore.
Adityanath said another Rs 10 lakh crore of investment proposals are on track and ready for implementation.
“In the past, many young people were forced to look for job opportunities in cities like Bengaluru, Mumbai, Kolkata, Hyderabad or even abroad in places like Thailand and Singapore. Now, they can find jobs and job opportunities close to home. But this change was not successful. It happened overnight,” he said.
The chief minister also revealed that the Nivesh Mitra portal serves as a single window system for more than 450 NOCs, while investment MoUs are negotiated through Nivesh Sarathi.
There is an online program to encourage investors and a CM Fellow has been appointed to address any issues they face, he said.
Describing Uttar Pradesh as the best place for investment, Adityanath said, the Government is giving continuous encouragement to start-ups and industries and jobs. Youth are getting fair opportunities in all fields. 6.5 lakh youth have been given government jobs in the state and two thousand have got employment in MSME industry and 60 lakh youth are linked to self employment.
