News18 has obtained the CAT’s order dated November 29, 2023. Yadav had approached the CAT to confirm whether he is being tested by the Directorate General of Security to the Cabinet Secretary, the document reveals. Vikash Yadav is wanted by the FBI for the foiled assassination plot of Gurpatwant Singh Pannun, a United States-based Khalistani separatist wanted by Indian law enforcement authorities.
The Central Administrative Tribunal (CAT) last year upheld Vikash Yadav’s probation with the Directorate General of Security as a Cabinet Secretary, a fact that corroborates the US lawsuit’s claim that Yadav was eventually hired as a Cabinet Secretary, News18 has learned.
Yadav is wanted by the FBI for the foiled assassination plot of Gurpatwant Singh Pannun, a United States-based Khalistani separatist wanted by Indian law enforcement authorities.

“The said order conveys the approval of the Government on the successful completion of the examination and confirmation on behalf of the SFO (GD) in the Executive Cadre of the DG (S) in respect of the applicant with effect from 13.11.2015. Learned counsel for the petitioner (Vikash Yadav) submits that as per the Office Order dated 09.10.2023, the grievances of the petitioner are disposed of, therefore, the present OA is inapplicable,” said the CAT judgment.
The document reveals that Vikash Yadav then lived in a government flat in Andrews Ganj Extension in Delhi and that his father’s name is Ram Singh Yadav. The Indian government has said that Vikash is no longer employed by it.
News18 had earlier reported on Saturday that the Delhi Police Anti-Terror Wing Special Cell had arrested Yadav last year in a fraud case. The police again filed a case against him, and Yadav, after spending several months in Tihar jail, is out as the matter is still in court.
Importantly, the investigation revealed that Yadav met the complainant, Raj Kumar Walia, as an undercover agent. The FIR states that he was posing as a government official working for the National Investigation Agency (NIA). Yadav met Walia outside the NIA office before abducting her and extorting money.
Police officials learned of Vikash Yadav’s wanted-person status through news reports. Sources revealed that Yadav met Walia through a mutual friend at a party last year.
The meaning of FIRE
According to the FIR, Vikash Yadav met the complainant, Raj Kumar Walia, who lives in Rohini and runs a cafe and lounge in west Delhi’s Moti Nagar area. In fact, a charge sheet has been filed in this case. Yadav, along with an associate identified as Abdallah, told Walia that there was a serious threat against him and asked him to meet near the NIA office in Delhi on December 11 last year.
“The complainant, along with his friend Abhijit, went to meet Vikash Yadav, who was present with the accused Abdullah. After that, accused Abdullah pushed him into the car. The accused harassed and manhandled the complainant and demanded money in the name of gangster Lawrence Bishnoi,” the court order quoted in the FIR. “The suspects beat him, injected him and hit him on the neck. They also took a bank check from the complainant’s shop and found his signature on the blank checks, later they dropped him near his car while threatening him to keep quiet.”
The FIR noted that after returning, Walia found that the accused had also taken Rs 50,000 kept from his shop and removed all the CCTV records.
In his disclosure to the police, Yadav said that his father was working with the Border Security Force and died in 2007 and that he got married in 2015.
What the FBI has to say about Vikash
The US lawsuit says Yadav also goes by the aliases ‘Vikas’ and ‘Amanat’. You are a citizen and a citizen of India. At the time relevant to this case, he was employed by the Office of the Cabinet Secretary to the Government of India, which runs India’s foreign intelligence arm, the Research and Analysis Wing (RAW). Yadav described his position as a ‘senior officer’ with responsibility for ‘security management’ and ‘intelligence’ and listed his employer’s address as CGO Complex in New Delhi, where RAW is headquartered.
It also says that Yadav served in India’s Central Reserve Police Force, the country’s largest army. “He described his position there as ‘assistant commander’ in charge of a company of 135 members. Yadav reported that he received counterintelligence, military weapons, weapons and paratrooper training,” the US indictment said.
