The Supreme Court on Monday sought the government’s response to a public petition seeking chemical castration of sex offenders, a total ban on free online pornography and bail for people accused of heinous crimes against women pending trial.
A bench headed by Justice Surya Kant ordered that the petition filed by the Supreme Court Women Lawyers Association, represented by senior advocate Mahalakshmi Pavani, be given to the Attorney General of India R. Venkataramani, whose help was sought by the court.
Ms. Pavani said that it has been 12 years since people were brutally killed in Nirbhaya, yet women do not feel safe.
The senior lawyer referred to the RG Kar case of rape and murder of a graduate doctor in Kolkata. He appealed to the court to set a pan India safety policy for women.
Justice Kant said proposals such as chemical castration were “strong”. The bench said that crimes against women continue not because of lack of laws but because they are not followed properly.
The petition asked the court to order the Law Commission of India to examine the introduction of a law that provides for “chemical castration as punishment for all those convicted of sex crimes against women and children, and permanent castration for those sentenced to life imprisonment or death.” penalty”.
Another proposal included giving women access to the National Database on Sexual Offenders maintained by the National Crime Records Bureau. The petition suggested speeding up the six-month trial of cases involving serious crimes against women in fast-track courts.
