The Central Commission for Air Quality Management (CAQM) has empowered district magistrates to take legal action against officials who fail to put restrictions on tribal burning in Delhi, Punjab, Haryana and the NCR areas of Uttar Pradesh and Rajasthan.
The CAQM, the statutory body tasked with devising strategies to curb air pollution in Delhi-NCR, said 267 incidents of tribal burning were reported in Punjab and 187 in Haryana between September 15 and October 9.
CAQM mandates the DCs/ DMs of Punjab, Haryana, NCR in Rajasthan / UP and Delhi states to initiate appropriate action against the officials, under section 14 of the CAQM Act, for ineffective management of paddy liver burning .

“In view of the current situation and to ensure effective implementation of the action plans at the field level, CAQM has authorized the deputy commissioners/district collectors/district magistrates in Punjab, Haryana, Delhi and NCR in Rajasthan and Uttar Pradesh regions to file a complaint/prosecution before a judicial magistrate if it does not do anything about officials, including independent officials and station managers and station officials, who are responsible for ensuring that they are eradicated from the burning of livers in their area,” the statement said.
CAQM also asked the district administrations and regional governments to remain vigilant during the harvest season.
It has deployed 26 central teams in key districts of Punjab and Haryana to help local authorities use all available resources to control castes. A special cell has also been set up in Chandigarh to monitor these efforts closely.
