The resolution, which was presented in the J&K Assembly on Wednesday, says: “This Assembly affirms the importance of the special status and constitutional guarantees, which protect the identity, culture and rights of the people of Jammu and Kashmir, and expresses concern about their unilateral removal.”
It goes on to add: “Government of India to initiate dialogue with elected representatives” of the Local Government to develop “constitutional mechanisms to restore” the special status provisions, which were granted to J&K before the abrogation of Article 370 in August 2019.
It says the Council “reaffirms the importance of the special status and constitutional guarantees, which have protected the identity, culture, and rights of the people of Jammu and Kashmir, and expresses concern over their individual removal”.
The resolution – one of the first decisions taken by Omar Abdullah’s Cabinet after coming to power in October – says “any restoration process must protect the national unity and legitimate aspirations of the people of Jammu and Kashmir”.
The special status granted to J&K through Article 370 had empowered it to have a separate constitution, state flag, and internal administrative autonomy.
