The Kerala High Court has upheld the notification of the Kerala State Medical Commission (KSMC) authorizing compulsory rotational medical training (CRMI) for two years for foreign students who missed offline classes due to COVID-19 and the war in Ukraine.
The court passed the order while dismissing the petition filed by two students challenging the notification.
The court found that the law was included in the larger public purpose to ensure that foreign medical graduates are granted full registration only after receiving adequate training as they cannot attend classes due to epidemics or war.
The Kerala State Medical Council has submitted that foreign medical graduates will be eligible for permanent registration only after completing the two-year CRMI. Applicants have not produced evidence that they have adequately compensated for online classes by attending offline classes.
