Even as it steps up efforts to get the backend unit up and running within days instead of months, the Aam Aadmi Party-led Delhi government is rolling out a pan-city, door-to-door drive to target underserved beneficiaries. Mukhyamantri Mahila Samman Rashi.
Cleared by the Delhi Cabinet on Thursday, the scheme involves a monthly payment of Rs. 1000 as direct benefit transfer (DBT) to the beneficiary’s Aadhaar-linked bank account to eligible female beneficiaries residing in the city based on certain criteria.
As approximately 38 lakh women are expected to be eligible for the scheme across Delhi on one hand and issues like migration and the floating population living across the National Capital Region (NCR) have become part of the city’s workforce on the other, the official. An AAP official told The Indian Express that the process of registration of beneficiaries is being withdrawn.
“We are in the process of ensuring that the Project Management Unit (PMU) starts working in the next ten days instead of three months as expected by other government departments,” said the official.
“On the other hand, to ensure that this program includes as many beneficiaries as possible, we will go door to door to register them while this unit is still being established to receive applications for this program online,” added the official.
It was heard that one of the red flags raised by officials regarding the implementation of the program is that this depends on the establishment of the PMU which is expected to take at least three months after the program is announced.
Delhi Chief Minister Atishi was read to have said that there is no need to create PMU posts and instead recruitment should be done by the agency.
Eligibility criteria for beneficiaries to avail this scheme include age requirement – the beneficiary must be between 18 and 60 years – and residential status – they must be a resident of Delhi for at least 5 years on the date of application – among others. .
Income tax payers as per last assessment cycle and beneficiaries of any social security financial assistance schemes of Delhi government like disability pension scheme, and financial assistance scheme for distressed women are among the things left out.
